According to Eddy, the plane struck multiple homes and caused fires to several structures and parked vehicles.
As of 5:15 a.m., Eddy said at least 15 homes were believed to have been affected by the incident.
He also said all streets south of Aero Drive were closed due to the emergency response.
All southbound lanes of nearby Santo Road were shut down due to the emergency response.

SAN DIEGO (KGTV) – Early Thursday morning, a small plane crashed in the Murphy Canyon neighborhood, close to Tierrasanta, triggering a significant emergency response.
Reports of the incident were first made shortly before 3:50 a.m. m. The CHP’s incident log indicated that it happened in the 10,000 block of Sample Street, close to Salmon Street, and west of the Admiral Baker Golf Course.
According to San Diego Fire-Rescue Department Assistant Chief Dan Eddy, they think the plane, which was identified as a Cessna, was probably headed to Montgomery Field when it crashed for an unspecified reason.
Although he was aware of the fog that was present at the time, Eddy did not believe that the weather had anything to do with the collision.
The plane hit several houses, set fire to a number of buildings, and hit parked cars, Eddy said.
There was also a “gigantic debris field” left by the impact, according to Eddy.

Eddy pointed out that the primary roads affected by the collision were Salmon Street and Sample Street. He added that the emergency response had forced the closure of all streets south of Aero Drive.
Jet fuel spilled and a hazardous materials crew was called to the scene.
The northbound Interstate 15 off-ramp to Aero Drive has been closed, according to Caltrans. Due to the emergency response, all southbound lanes on the neighboring Santo Road were closed.
Miller Elementary School, located at 4343 Shields Street, served as a makeshift evacuation center.
