16 people still missing in Ternopil after devastating Russian missile strike, 28 already confirmed dead

Search and rescue operations in the western Ukrainian city of Ternopil have entered the third day, with 16 people still missing after a Russian attack, local officials reported on Nov. 21.
Russia carried out a large-scale overnight attack on multiple Ukrainian regions on Nov. 19.
A Russian strike on an apartment building in Ternopil killed at least 28 people, including three children, and injured 94 others, among them 18 children, according to Ukraine’s Emergency Service.

Following a Russian attack, 16 people are still unaccounted for in the third day of search and rescue efforts in the western Ukrainian city of Ternopil, according to local officials on November. 21.
